How does your municipality calculate permit fees and plan review fees for new construction?

Question – how does your municipality calculate permit fees and plan review fees for new construction? For brevity, small miscellaneous fees can be disregarded.
Example 1: Permit fees are based off estimated cost of construction (determined by the most recent published ICC BVD table) times a multiplier of 5. Plan review fee is 10% of the calculated permit fee.
Example 2: Permit fees are a flat fee for new construction based on total area. 0-999 sqft = $5,000; 1,000-2,499 sqft = $10,000; 2,500+ sqft = $10,000 plus $10/sqft over 2,500. Plan review fee is $500.

We base the permit fee on the cost of construction, which is 1% additional base fee of $75 and plan review is added at $ 100 per hour.rn

In Rockford we change permit fees based on the calculated value of the project (ICCC BVD). 1.1% of the value for commercial projects plus a some misc fees. (roughly comes up to 1.2% total fees) 0.55% for residential plus some misc fees. Plan review fees are based on the square foot of the project. $.04 per square foot for building review $.01 per square foot for each identified trade &/or fire review.

Mr. Capela, New Permit fees for Residential buildings: .35 per sq. ft. livable space. If attached garage add $30. Plan Review fee $70 New Commercial, Industrial Building: .40 per square with a $330 minimum. Plan Review fee $70 New Multi-family: .70 per sq. ft. livable space. If attached garage add $30. Plan Review fee $70 Plumbing: By fixture with a minimum of $65 Electrical: Minimum $55 but, for new construction, the service and building size combine to determine the fee based upon calculations from tables. We have quite a few figures that go to the permit fees which include water service and sewer service, meters, taps, (cash) bonds, CO charge, and potentially impact fees, etc…. Hope this helps. We base our permit fees on a scale of $0.60 per square foot for new construction and remodeling for residential construction. The applicant provides an estimate of construction costs. If not reasonable, we check the estimated costs. However, the only thing we base on a % of construction costs is the 1% we charge for occupancy bond requirements.

We calculate on square footage. Residential New res or addition 1.50 sf Alt or remodel 1.00 s.f. Commercial New or addition 2.50 s.f. Alteration or remodel 1.50 s.f. Danita Anderson

Permit fees are $13 per $1000 of construction cost. Plan review fees are $1.20 per $1000 of construction cost. Minimum of $65 for both. Pat Geske Plan Reviewer

Pat - thanks for the response. How do you get the valuation for new construction? Does the applicant provide an estimate or do you use something else like the BVD from the ICC?
