code requirements for snow removal?

We are wondering if any municipalities have a municipal code requirement, or a local amendment to the Property Maintenance Code, that requires private commercial property owners to remove snow from parking lots and sidewalks after snowfall.

Village of Monee has 3-1-16(D). Littering Public Ways; Snow And Ice Removal: It shall be unlawful for any person licensed to engage in any business or occupation on premises abutting a public way or for any person using any part of a public way for or in connection with his business or occupation to litter or to permit the accumulation of any paper, rubbish or refuse upon that portion of the public way abutting said premises or on and about that portion of the public way so used. It shall also be the duty of the licensee to remove the snow and ice from the sidewalk in front of his premises. (Ord. 608, 10-8-1986

The Village of Hoffman Estates enforces a Nuisance ordinance for snow removal in the following areas: rnrn7-8-11E- Removal of Snow. It shall be the duty of all owners or occupants of any business premises to keep the sidewalks abutting the premises free from snow and other obstructions.rnrn7-8-11I- Subdivision Street Snow Removal. It shall be unlawful for any developer and/or subdivider to fail to reasonably clear ice and snow from improved streets that have not yet been accepted by the Village within eight hours after a snowfall of two inches or more has occurred.rnrn7-8-11J- Fire Lane Snow Removal. It shall be unlawful for any owner of private property with designated fire lanes to fail to reasonably clear ice and snow from said fire lanes within eight hours after a snowfall of two inches or more has occurred.rnrnThe following ordinances are under the Traffic Code: rnHE-11-1309?Snow Removal.rnrnA. It shall be unlawful to deposit on public sidewalks or public streets any snow which accumulated upon and is removed from an adjacent private property or from the area between adjacent road line and curb line of the street.rnrnB. It shall be unlawful to deposit snow on or against any fire hydrant which accumulated upon and was removed from any property.rnrnC. It shall be unlawful to deposit any snow upon any parking place designated for handicapped persons which accumulated upon and was removed from any property.rn

The Village of North Aurora has an amendment to section 302.3 of the 2021 IPMC as follows:rnSection 302.3 Sidewalks and driveways is amended to read: Sidewalks, walkways, stairs, driveways, parking spaces, parking drive aisles, access roads and other similar areas shall be kept in a proper state of repair, and maintained free from hazardous conditions.

7-3-2: PUBLIC WAYS TO BE KEPT CLEAR OF SNOW AND ICE:rn A. It is unlawful for any person or other entity engaged in or permitting the removal or plowing of snow and/or ice from or upon any private property which is used for, or in conjunction with, any business, commercial or manufacturing purpose to allow any portion of such snow and/or ice to remain upon any public sidewalk, the paved surface of any public street, or any drive used for access to or from any public street; or further to pile or allow to be piled any such snow and/or ice to a height or in a location which interferes with the line of vision of any motorists' or pedestrians' view of oncoming traffic.rn B. It shall be the responsibility of the owner of any private property upon which snow and/or ice is removed or plowed, and the person or other entity removing or plowing such snow, and/or ice to comply with the requirements of this section, and either or both shall be subject to prosecution for violation of this section under subsection C of this section.rnFurther, it shall be the responsibility of any such owner or person or other entity removing or plowing snow, and/or ice and each of their agents, servants and employees, to comply with, or cause the compliance with, the requirements of this section, and any or all of them shall be subject to prosecution for violation of this section under subsection C of this section. (Ord. 87-01-0, 1-28-1977)rn C. Any person violating this section shall be punished according to section 1-4-1 of this code. (Ord. 11-61-0, 10-12-2011)rnIn addition, the provisions of this section may be enforced by the city through its city administrator, or other authorized agent, by injunction or temporary restraining order, or other legal remedy. The city shall further have the right to seek civil damages for any violation of this section.rn D. Sec. 62-10. - Snow and ice removal.rn(a)Every owner, lessee, tenant, occupant or other person having charge of any building or lot of ground in the Village abutting upon any public way or public place shall remove the snow and ice from the sidewalk in front of such building or lot of ground.(b)If the sidewalk is of greater width than five feet, it shall not be necessary for such person to remove snow and ice from the sidewalk for a space wider than five feet.(c)If the snow and ice on the sidewalk shall be frozen so hard that it cannot be removed without injury to the pavement, the person having charge of any building or lot of ground as set forth in this section shall, within the time specified, cause the sidewalk abutting on the premises to be strewn with ashes, sand, sawdust or some similar suitable material, and thoroughly clean the sidewalk as soon thereafter as the weather shall permit.(d)The snow which falls or accumulates during the day before 4:00 p.m. shall be removed within three hours after the snow has fallen or accumulated. The snow which falls or accumulates after 4:00 p.m. and during the night shall be removed before the following 10:00 a.m.

Des Plaines Property Maintenance Code Amendment:rn302.3.1 Parking Lot Maintenance.rnAll driveways and parking spaces for multi-family dwellings and all lots containing two (2) or more parking spaces shall be kept free of snow, ice, mud, and other debris at all times. All off-street parking areas shall be maintained in compliance with the requirements of the city of Des Plaines zoning ordinance. Snow removed from off-street parking areas shall not be piled on the public right-of-way.

9-1H-2: - DUTIES OF PROPERTY OWNER:rnAny person owning any lot or parcel of land, whether such lot or parcel of land is improved, unimproved, occupied or vacant, abutting on any dedicated right-of-way is hereby required to:rnrn1.Keep clean and open for public passage any sidewalk or sidewalks abutting on or adjacent to such lot or parcel of land, and to keep such sidewalk or sidewalks in good repair and good condition in accordance with the provisions of this Article.2.Maintain the public way in a safe condition for pedestrians, free of all obstructions, excavations, tall grass, weeds, trash, debris or other substances or materials which may interfere with the free use of such passageways by the public; and from all trees and bushes interfering with the free use of sidewalks except for those improvements which have been constructed by the City, or under authority granted by the City, for public purposes.rn(Ord. 74-13, 3-25-1974; amd. Ord. 97-158, 10-7-1997)rnrn3.Remove snow and ice on any public sidewalk or sidewalks abutting on or adjacent sidewalk or sidewalks to such lot or parcel of land when snow exceeds two (2) inches in height, or ice accumulates, in order to maintain the public right-of-way in a safe condition for pedestrian traffic.
